HAZARDOUS
MATERIALS SPILL PREVENTION WEEK FEBRUARY 25 - MARCH 3, 2001
WHEREAS, the safe use of hazardous
materials is essential to citizens, business, industry and local governments
to maintain economic stability and the public health; and
WHEREAS,
the City/County recognizes the importance of preventing spills as mandated by
Section 112(r) of the Clean Air Act enacted by the Congress and joins the Governor
of Florida, State Emergency Response Commission, the North Central Florida Local
Emergency Planning Committee (LEPC), and numerous municipalities, counties and
school boards, in publically promoting community hazardous materials safety;
and
WHEREAS,
it is essential for local governments and the Local Emergency Planning Committee
to help prevent the accidental releases of hazardous materials, to prepare plans
for responding to accidental releases, and to implement programs to protect
the well being of all citizens and visitors to this area; and
WHEREAS,
first responders, such as firefighters, law enforcement, and emergency medical
services personnel, must be informed of reportable types and amounts of hazardous
materials and chemicals that are present within our community and must be properly
trained to safely respond in the event of an accident or emergency; and
WHEREAS,
all citizens have a right-to-know of the types, locations, hazards, and quantities
of reportable hazardous materials and chemicals within our community and to
know proper procedures to take in case of an accident or emergency; and
NOW, THEREFORE, BE IT RESOLVED BY
THE CITY/COUNTY THAT:
February
25 - March 3, 2001, is declared as HAZARDOUS MATERIALS SPILL PREVENTION
WEEK.
